The U.S. Agency for International Development (USAID) seeks to revise its own grant regulation specific to grantees that are for-profit entities.  The Agency previously codified a policy decision to require any grantee that is a for-profit entity, i.e., other than a non-profit non-governmental organization (NGO), to return any Program income generated through activities supported by grant funding from the Agency back to the Agency rather than allow or maintain the option to allow the entity to use those funds to further the purposes of the original grant funding.  The U.S. Government-wide grant regulations, 2 CFR part 200, do not contain a similar restriction, but do have some updated guidance that addresses concerns the Agency had at the time USAID issued its own restrictive policy.  USAID will now seek public comment on a proposed policy decision to remove this Agency-specific self-imposed restriction and to expressly allow the option of authorizing a grantee that happens to be a for-profit entity to use Program income to extend or expand grant-supported activities (known throughout the US Government as the "additive" approach to Program income).
