Title: Rural Innovation Stronger Economy (RISE) Grant Program 
Abstract:

The Rural Innovation Stronger Economy (RISE) Grant Program is a newly authorized program enacted as part of the Agriculture Improvement Act of 2018 (Pub. L. 115-334) (2018 Farm Bill) to help struggling communities by funding job accelerators in (meaning more focused job training, such as tractor repair or solar array maintenance) low-income rural communities. This proposed rule would establish regulations to implement the provisions of section 6424 of the 2018 Farm Bill and would describe the program purpose, the eligible uses of program funds, and entities eligible for assistance under the RISE Grant Program that align with the Farm Bill language. The proposed new regulation would also include competitive grant scoring criteria and cost sharing requirements of the Program.
