Title: ●Revisions to Import and Export Regulations for Horses 
Abstract:

We are proposing to amend the regulations for the importation of equines.  Specifically, we are proposing to amend the requirements for temporary export of horses to contagious equine metritis (CEM)-affected regions and the requirements for horses imported from screwworm-affected regions.  We are also proposing to amend the requirements describing the general testing and quarantine requirements for horses imported by air by replacing the specific test requirement with performance standards describing health certification statements and permit requirements. Finally, APHIS proposes to amend the requirements for import of horses from Canada to remove distinctions between temporary and permanent import and remove the requirement for inspection by an APHIS port veterinarian of horses presented for permanent entry.  These changes will streamline and standardize the requirements for equine imports and may reduce the burden on importers.
