Title: Amendment 8 to the Fishery Ecosystem Plan for Pelagic Fisheries of the Western Pacific; Catch and Effort Limits, Including Annual Catch Limit for Striped Marlin 
Abstract:

This proposed action would implement the Western Pacific Fishery Management Council's Amendment 8 to the Fishery Ecosystem Plan for Pelagic Fisheries of the Western Pacific. This Amendment incorporates management measures adopted by the Western and Central Pacific Fisheries Commission. Specifically, the Western Pacific Fishery Management Council adopted conservation and management measures 2010-01 to end overfishing and rebuild the western and central North Pacific stock of striped marlin. Under the proposed framework of Amendment 8, NMFS would implement the Council's recommended annual catch limit of 457 metric tons of striped marlin for U.S. fisheries operating in the western and central Pacific Ocean. The associated rulemaking would also implement a Council-recommended annual catch target of 434 metric tons for Hawaii-permitted longline vessels to ensure that the fisheries do not exceed the annual 457 metric ton limit.
