Title: Incentives and Past Performance Evaluation for Contractor Qualified Training Program (DFARS Case 2020-D013) 
Abstract:

DoD is issuing a proposed rule to implement section 864 of the National Defense Authorization Act for Fiscal Year 2020 to develop a workforce development investment incentives for contractor's qualified training program and use of the Contractor Performance Assessment Reporting System (CPARS) to evaluate past performance of the availability, quality and effectiveness of their qualified training program.
