Title: Administrative Rules For Claimant Representatives 
Abstract:

For program consistency, we propose to require representatives to register with the agency, regardless of whether or not they want to access an electronic folder or receive direct payment of an authorized fee. We also propose to require the use of a prescribed form (e.g., SSA-1696) for the appointment of a representative. Additionally, we propose changes to the educational requirements for direct pay non-attorney representatives to provide parity for individuals with intermediate degrees (associates) and two-years of work experience. We also propose to impose a deadline(s) on when representatives must file their fee petitions and all supporting documents.
