Title: Revisions to the Oil and Gas Operations Regulations | |
Abstract:
The Bureau of Land Management is proposing to revise its regulations to specify that oil-well gas flared due to pipeline or processing capacity limitations is royalty free when such flaring is consistent with State or tribal rules, regulations, or orders. This will align the regulations with the BLM’s previously stated policy preference for deferring to State and tribal rules when determining royalty obligations on routine flaring. This routine flaring occurs in certain states (North Dakota and New Mexico) with Federal oil and gas production. |
