Title: Endangered and Threatened Wildlife and Plants; Removal of the Interior Least Tern From the List of Endangered and Threatened Wildlife 
Abstract:

We are making a final determination on our proposal to delist the interior least tern (Sterna antillarum athalassos) because conservation efforts have led to the species’ recovery. The interior least tern is found in Montana, North Dakota, South Dakota, Nebraska, Colorado, Iowa, Kansas, Missouri, Illinois, Indiana, Kentucky, New Mexico, Oklahoma, Arkansas, Tennessee, Texas, Louisiana, and Mississippi.
