Statement of Need:

The Department intends to issue a Final Rule to clarify the scope and application of the religious exemption contained in Executive Order 11246, as amended, to reflect recent legal developments including Executive Orders 13798 and 13831.

The Department estimates that the final rule will result in a 10-year annualized cost of $3,117,259 at a discount rate of 7%. Detailed tables identifying rule familiarization costs were addressed in the final rule.


The clarity provided in the new definitions and the interpretation provided will reduce the risk of noncompliance to contractors.
