Title: DOSAR: Synchronized Predeployment and Operational Tracker (SPOT) and Military Extraterritorial Jurisdiction Act (MEJA)  
Abstract:

The Department of State (DOS) proposes to amend the Department of State Acquisition Regulation (DOSAR) to provide new guidance on two issues related to contracts performed outside the United States. The first provides implementing details for a reporting requirement of the Federal Acquisition Regulation (FAR); the second deals with implementation of a statutory mandate relating to alleged offenses committed by or against contractor personnel in Iraq or Afghanistan.
