Title: Intercountry Adoptions 
Abstract:

The Department of State proposes revisions to the regulations relating to accreditation of agencies and approval of persons to provide adoption services in intercountry adoption cases. The rule would strengthen certain standards for accreditation and approval, specifically those related to the role of accrediting entities, fees, post-placement monitoring and post-adoption services, submission of complaints, and corporate governance and oversight of adoption service providers.  The rule would also make certain technical edits and clarifications.  The rule would also establish regulations for relative adoptions and amend regulations for outgoing adoptions, and establish procedures for adverse action by the Department. The Department is making these adjustments to provide clarification and updates based on observations and experience with the practical operation of the regulations in the fourteen years since the regulations went into effect.
