Title: Department of State Acquisition Regulation: Justifications for Other Than Full and Open Competition 
Abstract:

DOSAR: Modify DOSAR part 606.302-6 to include a mechanism to support justifications for other than full and open competition when citing national security considerations that do not relate to information security. The purpose is to fulfill OIG recommendation. DOSAR provides office for SCI and information security procurements related to national security. OIG recommended that the Department include an office for actions that do not fall into these two categories.
