Title: Privacy Act of 1974: Implementation of Exemptions; DHS/U.S. Coast Guard--061 Maritime Analytic Support System - System of Records | |
Abstract:
In accordance with the Privacy Act of 1974, 5 U.S.C. sec. 552a, the Department of Homeland Security (DHS) United States Coast Guard (USCG) proposes to modify and reissue a current DHS system of records titled, DHS/U.S. Coast Guard--061 Maritime Analytic Support System (MASS) System of Records. This system of records allows DHS/USCG to establish Maritime Domain Awareness (MDA). MASS collects the information from numerous data sources in order to allow the successful execution of the 11 statutory Coast Guard missions. MASS provides storage and access to maritime information and provides basic search capabilities either by a person or by vessel. The MASS SORN is being reissued to account for the system name change from the Maritime Awareness Global Network (MAGNET) to MASS. The updated system enables the Coast Guard to: (1) Improve the system’s security protocols, (2) enhance data management services, (3) refresh user interfaces, (4) ingest new data sources on an as-needed basis, and (5) update routine uses of the system. These updates are required to better accommodate the accomplishment of the 11 Coast Guard statutory missions. DHS/USCG is modifying Routine Use E and adding Routine Use F to conform with OMB Memorandum M-17-12, Preparing for and Responding to a Breach of Personally Identifiable Information (January 3, 2017). In this proposed rulemaking, the Department and the United States Coast Guard propose to exempt portions of the system of records from one or more provisions of the Privacy Act because of criminal, civil, and administrative enforcement requirements. |
