Title: Operational Risk Assessments for Waterfront Facilities Handling Liquefied Natural Gas as Fuel and Updates to Industry Standards
Abstract:

The Coast Guard is considering amending its regulations in 33 CFR part 127 for waterfront facilities handling Liquefied Natural Gas (LNG). The Coast Guard is reviewing comments on the proposed rule that would make the following changes: (1) Allow certain smaller waterfront LNG fuel facilities to conduct an operational risk assessment (instead of a waterway suitability assessment (WSA)), (2) update the technical standards currently referenced in part 127 to reflect the most recent editions, and (3) require facilities that must complete a WSA to include information related to the nation of registry of vessels and the nationality or citizenship of officers and crew serving aboard those vessels.
