Title: ●Implementation of the 2016 Passenger Ship Amendments to the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978 
Abstract:

This proposed rule would implement the 2016 amendments to the STCW Convention and the STCW Code by revising its regulations in 46 CFR subchapter B, parts 11 and 12 to include additional requirements for the training and qualifications of masters, officers, and ratings on passenger ships, as required by the STCW Convention, to which the United States is a signatory.   First, the Coast Guard would implement the 2016 amendments to the STCW Convention and the STCW Code for personnel serving on passenger ships that operate on international voyages. The proposed revisions would add a requirement for all personnel to complete passenger ship emergency familiarization training appropriate to their capacity, duties, and responsibilities during an emergency before being assigned to shipboard duties. The proposal would also expand the applicability of crowd management training to include qualified ratings.
