  EPA plans to publish an Advanced Notice of Proposed Rulemaking soliciting comments on how the Agency, consistent with government-wide grant regulations and guidance, may promulgate a regulation that can streamline access in EPA’s grant process for underserved communities. EPA will invite comments on potential improvements aimed at streamlining and facilitating access to EPA’s grant programs for underserved communities.

Statement of Need:

Every year, EPA awards more than $4 billion in funding for grants and other assistance agreements. With countless success stories over the years, EPA grants remain a chief tool to protect human health and the environment. However, EPA believes that underserved communities have experienced certain barriers to the grant application process.   Accordingly, EPA plans to publish an Advanced Notice of Proposed Rulemaking soliciting comments on potential improvements aimed at streamlining and facilitating access to EPA’s grant programs for underserved communities.
