Abstract:

The Environmental Protection Agency is considering revisions to the National Oil and Hazardous Substances Pollution Contingency Plan (NCP). The NCP is the federal government's blueprint for responding to both oil spills and hazardous substance releases. Revisions to subpart J, which governs the listing and use of dispersants and other oil spill mitigating substances when responding to oil discharges, are being considered via other rule actions.
