Title: Oil and Natural Gas Sector: Emission Standards for New, Reconstructed, and Modified Sources Reconsideration | |
Abstract: On August 13, 2020, the Environmental Protection Agency (EPA) finalized technical amendments to the 'Oil and Natural Gas Sector: Emission Standards for New, Reconstructed, and Modified Sources.' The final amendments to the June 3, 2016 rule address issues for which EPA granted administrative reconsideration, streamline implementation of the 2016 rule and clarify certain requirements in the rule. The amendments include reduced recordkeeping and reporting for the fugitive emissions standards; changes to the frequency for monitoring fugitive emissions at gathering and boosting compressor stations; exemption from monitoring for low production well sites; requirements for pneumatic pumps at well sites; and requirements that a professional engineer certify when meeting those requirements is technically infeasible. Additional amendments related to the professional engineer certification of the design of closed vent systems and requirements for requesting alternative means of emissions limitations were also included. | |
