Title: On-Highway Heavy-Duty Trailers: Review of Standards and Requirements 
Abstract:

The rulemaking will revisit the trailer provisions in 40 CFR part 1037 consistent with the statutory requirements and authority of the Clean Air Act. These provisions were originally adopted in the Heavy-Duty Phase 2 rulemaking (81 FR 73478, October 25, 2016).
