Title: HOME Investment Partnerships Program: Program Updates and Streamlining (FR-6144) | |
Abstract:
HUD's HOME Investment Partnerships Program (HOME program) provides formula grants to States and units of local government to fund a wide range of activities directed to producing or maintaining affordable housing, both homes and rental housing. This rule proposes several changes to the existing HOME program regulations. HUD will propose changes to certain HOME program requirements, including Community Housing Development Organization requirements and property standards applicable to acquisition projects and rehabilitation projects. The rule will also promulgate several changes made to the HOME statute through recent changes in appropriations laws. In addition, HUD will propose certain changes to facilitate the investment of HOME funds in housing located in Opportunity Zones. Specifically, HUD is contemplating extending the deadline for the sale of HOME funded homebuyer units in Opportunity Zones and extending the deadline for occupancy of HOME assisted units for HOME funded rental units in Opportunity Zones. HUD also seeks to implement certain HOME program statutory changes made by recent appropriation laws including change related to community land trusts, notice requirements for tenant evictions, and allowable gross rent for units occupied by Housing Choice Voucher holders. |
