Title: Streamlining and Improving RUS Electric Program Procedures--7 CFR 1710, 1714, 1717, 1718, 1721, 1726, 1730 and 1767 
Abstract:

 The Rural Utilities Service (RUS or Agency) will streamline procedures for Electric Program borrowers, including loan application requirements, approval of construction work plans, long-range plans, and system design procedures.

The recommended process improvements such as simplifying policies and procedures and removing unnecessary and outdated RUS Electric Program requirements. are a result of the Electric Program Staff’s experience with working with the RUS stakeholders. The intent of these proposed changes is to streamline and improve the efficiency of the requirements for applying for Electric Program loans, as well as to streamline pre and post-loan procedures. These actions are expected to increase program flexibility which will improve overall customer satisfaction and improve process efficiencies in program delivery.

The regulation changes will decrease the workload to borrowers and RUS employees by eliminating unnecessary policies and requirements and, improving business processes which  are expected to improve time management and potential savings for borrowers.
