Title: Pacific Island Fisheries; Annual Catch Limits and Accountability Measures for Mariana Islands Bottomfish in 2020-2023 
Abstract:

This rule proposes to implement recommendations of the Western Pacific Fishery Management Council (Council) by establishing annual catch limits (ACLs) and accountability measures (AMs) for bottomfish in the Commonwealth of the Northern Mariana Islands (CNMI) and Guam. The proposed ACLs and AMs would apply for fishing years 2020, 2021, 2022, and 2023. As an AM, catch in each fishery would be evaluated after each fishing year to determine if the average catch of the three most recent years exceeds the ACL. If it does, the Council would recommend a reduction of the ACL of that fishery in the subsequent year equal to the amount of the overage. The proposed rule supports the long-term sustainability of the subject fisheries through the combination of ACLs and AMs.
