Title: ●Technical Amendment to Update the Atlantic Highly Migratory Species (HMS) Regulations 
Abstract:

Atlantic highly migratory species (HMS) fisheries are managed under the dual authority of both the Magnuson-Stevens Fishery Conservation and Management Act and the Atlantic Tunas Convention Act. This action would make technical amendments to regulations without altering their substance. This action would focus on correcting citations in 50 CFR part 635 that are currently incorrect due to changes in other parts of the regulations. In addition, this action may correct other technical items in the regulations that are missing, inconsistent, incorrect, or obsolete. This rule does not make any substantive change or additions to the regulations governing Atlantic HMS. Because this amendment would make only minor, non-substantive changes and would not change operating practices in any fishery, NMFS anticipates finding good cause that notice is unnecessary under 5 U.S.C. 553 (b)(B) and that it will not be necessary to provide for comment. Because this technical amendment is not a substantive rule, it is not subject to the requirement for publication 30 days before its effective date in 5 U.S.C. 553(d)(3).
