Title: ●Taking and Importing Marine Mammals; Taking Marine Mammals Incidental to the U.S. Navy Training Activities in the Gulf of Alaska Temporary Maritime Activities Area 
Abstract:

Pursuant to Section 101(a)(5)(A) of the Marine Mammal Protection Act (16 U.S.C. 1361 et seq.) (MMPA), the National Marine Fisheries Service (NMFS), upon application from the U.S. Navy (Navy), will work to develop proposed regulations to govern the unintentional taking of marine mammals by harassment, incidental to military readiness training activities to be conducted in the Gulf of Alaska Temporary Maritime Activities Area (GOA TMAA). The proposed regulations would set forth the permissible methods of taking; other means of effecting the least practicable adverse impact on the affected species or stocks and their habitats (i.e., mitigation); and requirements pertaining to the monitoring and reporting of such taking over the course of seven years commencing in April 2022. A Letter of Authorization (LOA) issued under the regulations would authorize the take of marine mammals incidental to the Navy’s specified training activities to be conducted within the GOA TMAA. The GOA TMAA is a polygon roughly resembling a rectangle oriented from northwest to southeast, approximately 300 nautical miles (nmi) (556 kilometers [km]) in length by 150 nmi (278 km) in width, located south of Montague Island and east of Kodiak Island. NMFS’ proposed rule, if issued, would cover take of individuals of 16 marine mammal species by Level A and B harassment.
