Abstract:
In this final rule, the Bureau of Industry and Security (BIS) amends the Export Administration Regulations (EAR) to reflect the formal termination of the United Arab Emirates (UAE) participation in the Arab League Boycott of Israel per the UAE’s Federal Decree Law No. 15 of 2020. Specifically, consistent with the Decree and related U.S. Department of Treasury notice of April 8, 2021, BIS adds an interpretation to the Restrictive Trade Practices or Boycotts provisions of the EAR. It removes the restrictions on requests for information, action or agreement from the UAE considered boycott-related with respect to Israel because by implication of the Decree such things now cannot be presumed to be boycott-related, as set forth in the interpretation. |
