Title: Food Additives: Food Contact Substance Notification That Is No Longer Effective 
Abstract:

FDA is proposing to amend its food additive regulations to allow a Food Contact Substance Notification (FCN) to become no longer effective for reasons other than safety (for example, if a manufacturer notifies FDA that it no longer manufactures the food contact substance at issue). In addition, under the proposed rule, FDA would provide manufacturers or suppliers an opportunity to address any safety concerns earlier in the process before we make a determination that an FCN is no longer effective.
