Title: Endangered and Threatened Wildlife and Plants; Delisting Multiple Species Due to Extinction 
Abstract:

We are proposing to remove the following species from the List of Endangered and Threatened Wildlife due to extinction: MAMMAL: Little Mariana fruit bat (Pteropus tokudae); BIRDS: Bachman’s warbler (Vermivora bachmanii), bridled white-eye (Zosterops conspicillatus conspicillatus), ivory-billed woodpecker (Campephilus principalis), Kakawahie (or Molokai creeper) (Paroreomyza flammea), Kauai akialoa (Akialoa stejnegeri), Kauai nukupuu (Hemignathus hanapepe), Kauai oo (Moho braccatus), Maui akepa (Loxops ochraceus), Maui nukupuu (Hemignathus affinis), Poouli (Melamprosops phaeosoma), and large Kauai thrush (kama) (Myadestes myadestinus); FISH: San Marcos gambusia (Gambusia georgei) and Scioto madtom (Noturus trautmani); CLAMS: flat pigtoe (Pleurobema marshalli), green blossom (pearlymussel) (Epioblasma torulosa gubernaculum), southern acornshell (Epioblasma othcaloogensis), stirrupshell (Quadrula stapes), tubercled blossom (pearlymussel) (Epioblasma torulosa torulosa), turgid blossom (pearlymussel) (Epioblasma turgidula), upland combshell (Epioblasma metastriata), and yellow blossom (pearlymussel) (Epioblasma florentina florentina); PLANT: Phyllostegia glabra var. lanaiensis (no common name). These species no longer require the protection of the Endangered Species Act because they have gone extinct. The species addressed in the rule have not been observed for several decades, and adequate survey efforts have been conducted that support the Service’s recommendations. Additionally, the species included in the rule have 5-year reviews that recommend delisting due to extinction or that repeatedly discuss the species is likely extinct. Batching of these species under a single rule will reduce the amount of time and effort needed to delist the species and result in a more accurate List of Endangered and Threatened Wildlife.
