Title: Migratory Bird Permits; Possession and Educational Use 
Abstract:

We are proposing new permit regulations to authorize the possession and use of migratory birds in educational programs and exhibits. Although an educational use permit system exists under our special purpose permits regulations, we are revising those regulations. Therefore, this new standalone educational use regulation will be needed to resolve outstanding regulatory needs after the special purpose permits regulations revisions are finalized. We may also include some clarifying language that may apply to the public exhibition of eagles.
