Title: Workforce Innovation and Opportunity Act; Joint Rule for Unified and Combined State Plans, Performance Accountability, and the One-Stop System Joint Provisions 
Abstract:

Under WIOA, there are six primary indicators of performance. Five of the six indicators are currently defined in the regulation; however, in the final rule implementing WIOA the Departments of Labor and Education determined that it was prudent to test various alternatives for the sixth indicator of performance, which measures the system’s effectiveness in serving employers. That process is now complete and the Departments are engaging in this rulemaking to incorporate a standard definition of the effectiveness in serving employers indicator into the regulations implementing WIOA.
