Title: Marine Casualty Reporting on the Outer Continental Shelf 
Abstract:

The primary purpose of this rulemaking is to extend 46 CFR part 4 provisions regarding marine casualty reporting and associated drug testing requirements to foreign vessels engaged in Outer Continental Shelf (OCS) activities on the United States OCS. This will ensure the same level of safety is provided to all mariners, floating installations, mobile offshore drilling units, offshore supply vessels, and other vessels operating on the United States OCS. This will improve the Coast Guard's ability to investigate casualties that occur on the United States OCS. Additionally, casualty data is essential to conducting the analysis necessary to develop sound future regulatory requirements. A regulatory safety regime founded on improved casualty information will help prevent future mishaps and make the OCS safer and cleaner for future generations. In this rulemaking, the Coast Guard would also raise the threshold for reporting property damage under 33 CFR part 146 from $25,000 to $75,000 to reduce the regulatory burden on the owners and operators of fixed facilities on the OCS.
