Title: ●Phase down of Hydrofluorocarbons Under the American Innovation and Manufacturing Act | |
Abstract:
This rule will implement the hydrofluorocarbon (HFC) phasedown under the American Innovation and Manufacturing (AIM) Act, enacted on December 27, 2020. In particular, this rule will establish the allowance allocation and trading program to phase down HFC production and consumption over time. This rule will establish the production and consumption baselines, codify the list of controlled substances that will be covered by those baselines, determine an approach to allocating annual allowances and allowing for trading of those allowances, issue allowances for an initial set of years to implement the AIM Act's phasedown schedule, establish recordkeeping and reporting requirements, and address other related elements of the AIM Act. |
