Title: ●National Emission Standards for Hazardous Air Pollutants: Paint Stripping and Miscellaneous Surface Coating Operations at Area Sources | |
Abstract: This action will address the agency's technology review of the National Emission Standards for Hazardous Air Pollutants (NESHAP) for Paint Stripping and Miscellaneous Surface Coating Operations ("PS-MSCO"). The PS-MSCO NESHAP, subpart HHHHHH, was promulgated pursuant to section 112(d) of the Clean Air Act (CAA) on January 9, 2008. The NESHAP established work practices for controlling emissions of hazardous air pollutants (HAP) from area sources, using generally available control technologies or management practices. This NESHAP addresses three source categories with different operations and HAP emissions. Paint stripping operations result in methylene chloride emissions, autobody refinishing spray applications of coatings used in motor vehicle and mobile equipment surface coating operations result in "target HAP" emissions, which include compounds of chromium, lead, manganese, nickel and cadmium. MSCO lead to target HAP emissions due to spray application of coatings that contain target HAP to a plastic and/or metal substrate on a part or product, with some applicability exceptions. This action will implement the technology review requirements of CAA section 112(d)(6). CAA section 112(d)(6) requires the EPA to review and revise emission standards as necessary, taking into account developments in practices, processes and control technologies, no less often than every 8 years. Pursuant to the Our Children's Earth consent decree, the EPA is obligated to propose this action by November 1, 2021, and complete this action by November 1, 2022. | |
