Title: Homeless Emergency Assistance and Rapid Transition to Housing: Emergency Solutions Grants Program and Consolidated Plan Conforming Amendments (FR-5474)  
Abstract:

This rule continues HUD’s implementation of the Homeless Emergency Assistance and Rapid Transition to Housing Act of 2009 (HEARTH Act), enacted into law on May 20, 2009. The HEARTH Act consolidates three existing homeless assistance programs administered by HUD under the McKinney-Vento Act into the Continuum of Care program and creates the new Emergency Solutions Grant Program and the Rural Housing Stability Program. This rule provides the regulations to implement the new Emergency Solutions Grant program, which replaced the Emergency Shelter Grants program. While emergency shelter remains an important component of the Emergency Solutions Grant Program, this new program places a greater focus on homelessness prevention and rapid re-housing of people experiencing homelessness or at risk of homelessness.
