Title: Accreditation and Monitoring of Individuals Practicing Before the Department of Veterans Affairs 
Abstract:

The Department of Veterans Affairs (VA) intends to amend existing regulations in part 14 of title 38 of the Code of Federal Regulations relating to the accreditation, monitoring, and discipline of individuals and organizations that practice before VA to strengthen initial and continuing legal education requirements for accredited attorneys and agents, strengthen initial accreditation requirements for representative of recognized service organizations, ensure that VA has current contact information for all VA-accredited individuals, update certain procedures relating to representation, and improve the standards of professional conduct and discipline procedures relating to the practice before VA.  These amendments are necessary to improve clarity and to ensure that claimants for veterans’ benefits have responsible qualified representation in the preparation, presentation, and prosecution of claims for veterans’ benefits.
