Title: Intermediary Relending Program (IRP) (7 CFR 4274 Subpart D) | |
Abstract:
The Rural Business-Cooperative Service (RBS) intends to amend its regulation on the Intermediary Relending Program (IRP), updating it to fit the needs of the current rural economy and to reflect the changes required by the Agriculture Improvement Act of 2018 (2018 Farm Bill). In addition, section 6017 of the Agricultural Act of 2014 (2014 Farm Bill) amended the IRP’s authorization by moving it from Health and Human Services authority to the Consolidated Farm and Rural Development Act (ConAct) (7 U.S.C. 1922 et seq.). As a result, this affected the requirements of the program. Though regulatory changes have been made to the program, the IRP regulations have been implemented on an ad hoc basis since inception of the program, causing disconnects and inconsistencies within the regulatory text. RBS will complete a holistic rewrite, clean up the regulations governing the program, and remove inconsistencies, thereby making the program more accessible to our customers. |
