Title: Implementing Executive Order 13891; Promoting the Rule of Law Through Improved Agency Guidance Documents 
Abstract:

Pursuant to Executive Order 14018, Revocation of Certain Presidential Actions signed February 24, 2021 (86 FR 11855), the Department of Commerce (Department) is  proposing revising the regulations which implemented the requirements of repealed Executive Order 13891, Promoting the Rule of Law Through Improved Agency Guidance Documents signed October 9, 2019 (84 FR 55235). Executive Order 14018 directs that "the heads of executive departments and agencies shall promptly consider taking steps to rescind any orders, rules, regulations, guidelines, or policies, or portions thereof, implementing or enforcing the Presidential actions identified in section 1 of this order, as appropriate and consistent with applicable law.”
