Title: Foreign Trade Regulations (FTR): Clarification of Filing Requirements Regarding Standard and Routed Export Transactions 
Abstract:

The Census Bureau proposes to amend its regulations to clarify the requirements governing routed export transactions. This proposed rule clarifies the responsibilities of the parties in a routed and standard export transaction. This rule also proposes to revise and add several key terms used in the regulatory provisions for these transactions, including authorized agent, forwarding agent, standard export transaction and written release. Lastly, it is important to note that the Census Bureau and the Bureau of Industry and Security (BIS) both have regulations that govern routed export transactions; however, each agency has a different mission. The Census Bureau utilizes the Electronic Export Information (EEI) for statistical purposes whereas BIS utilizes the EEI for export control and enforcement purposes. Therefore, this rule also proposes to amend the Foreign Trade Regulations (FTR) to ensure that the filing requirements in the FTR align with the requirements of the Export Administration Regulations (EAR) as it pertains to routed export transactions.
