Title: ●Harvest Specifications for the 2021-2022 and 2022-2023 Pacific Mackerel Fishing Years; Coastal Pelagic Species Fishery Management Plan  
Abstract:

Pursuant to the Coastal Pelagic Species (CPS) Fishery Management Plan (FMP), the Pacific Fishery Management Council (Council), under the Magnuson-Stevens Fishery Conservation and Management Act, each June adopts and recommends to NMFS harvest specifications and management measures for Pacific mackerel in the U.S. exclusive economic zone off the Pacific coast of California, Oregon, and Washington for the upcoming two fishing years. The Pacific mackerel fishing season begins on July 1 and ends June 30. NMFS plans to issue proposed and final rules to implement those harvest specifications for the 2021-2022 and 2022-2023 fishing years as recommended by the Council at its June 2021 meeting. Harvest specifications include harvest guidelines for each fishing year, which will serve as the primary commercial harvest quotas.  Management measures include incidental catch limitations in the event an annual catch target is reached. The CPS FMP and its implementing regulations require NMFS to set these annual harvest specifications, including the harvest guideline, for the Pacific mackerel fishery based on the annual specification framework and control rules in the FMP.  This framework and the control rules have been in place for a number of years and the affected public is widely aware of them. Therefore we do not expect any opposition or serious controversy related with this action. These annual quotas are based in large part on the results of biennial stock assessments that provide biomass estimates from which the quotas are calculated. The annual ex-vessel revenue generated by this fishery over the last ten years has averaged only one million dollars.  For these reasons, NMFS has determined that this action is not significant.
