Title: ●Regulatory Amendment to Remove GOA Sablefish IFQ Pot Tags and Notary Requirements | |
Abstract:
After receiving a three-year review of Amendment 101 to the Gulf of Alaska (GOA) Fishery Management Plan (FMP) the North Pacific Fishery Management Council requested at the April 2021 meeting that NMFS initiate rulemaking under the authority of section 305(d) of the Magnuson-Stevens Act to remove the requirement for a notary certification on Individual Fishing Quota (IFQ) Program transfer application forms and remove the requirement for IFQ fishermen using longline pot gear in the GOA to obtain and mark their gear with pot tags. The purpose of this action is to reduce administrative burden on the regulated fishing industry and NMFS. This action is expected to reduce costs to IFQ fishery participants by approximately $100,000 per year due to the reduction in costs for purchasing and administering the GOA Sablefish IFQ pot tag program. Removal of the collection-of-information requirements on fishery management program application forms is expected to reduce costs to the regulated public by a de minimus amount but these changes would streamline public submission process and NMFS’ review of application forms. |
