Title: ●West Coast Groundfish Electronic Monitoring Program Delay | |
Abstract:
The Electronic Monitoring (EM) program provides flexibility to vessels participating in the West Coast Groundfish Trawl Rationalization Program by allowing the option to use electronic systems (cameras, sensors, recording and data storage devices) in lieu of human observers to meet 100 percent catch monitoring and accounting requirements. On June 28 2019, NMFS published a Final Rule to implement an Electronic Monitoring (EM) program in the Trawl Rationalization Program (84 FR 31146) as recommended by the Pacific Fishery Management Council (Council) and established an implementation date of January 1, 2021. At its June 2020 meeting, the Council recommended a delay in program implementation to provide additional time for industry and prospective service providers to prepare for implementation, and increase participation when the EM program was implemented. NMFS published a final rule (85 FR 74614; November 23, 2020) that revised implementation of the EM program until January 1, 2022. |
