Title: Proposed Additional General Approved Exclusions for Steel Articles | |
Abstract:
The Department of Commerce ("Commerce") is proposing, under the exclusion process authorized by the President under Section 232 of the Trade Expansion Act of 1962, as amended ("232"), to add some new General Approved Exclusions (GAEs) for steel articles classified within several Harmonized Tariff Schedule of the United States (HTSUS) codes to the supplement for GAEs. The addition of these GAEs is part of an ongoing process to make the 232 exclusions process both more effective and more efficient. With this proposed rule, Commerce intends to not only inform the public of proposed additions to the list of GAEs, but also to inform them of the new process by which GAEs will be added and reviewed periodically. This process was referenced in previous interim final rules on the 232 process. However this proposed rule provides greater specificity on the process and timing Commerce will utilize to make changes to the GAEs under the 232 exclusions process and to solicit public comments on this process. In proposing these additional GAEs, Commerce also seeks public comments regarding the additional proposed GAEs, as well as any comments the public may have on the existing GAEs that are not proposed in this rule. |
