Title: Peer Reviews of Contracts for Supplies and Services (DFARS Case 2019-D037) 
Abstract:

DoD is amending the Defense Federal Acquisition Regulation Supplement (DFARS) to revise the authorities for the conduct of peer reviews by the Office of the Principal Director, Defense Pricing and Contracting (DPC).  DPC will no longer conduct preaward peer reviews for competitive procurements above $1 billion, except for procurements of major defense acquisition programs above $1 billion for which the Under Secretary of Defense for Acquisition and Sustainment (USD(A&S)) is the milestone decision authority and USD(A&S) special interest programs.  DPC may conduct peer reviews upon request by a military department, defense agency, or DoD field activity.  DPC will also no longer conduct postaward peer reviews for contracts for services with a total estimated value greater than $1 billion.  The military departments, defense agencies, and DoD field activities will conduct independent management reviews of contracts for services required by 10 U.S.C. 2330.
