This notice of proposed rulemaking updates the Department of Defense Grant and Agreement Regulations (DoDGARs) which is the regulatory section of the DoD Grant and Agreement Requirement System (DGARS). This proposed rule change will implement the final regulatory statutes for Uniform Administrative Requirements (UAR), cost principles, and audit requirements for federal awards as amended by DoD. Any DoD internal administrative policies and procedures found in previous versions of DoD Grant and Agreements Regulations (DoDGARs), including requirements for merit review of awards, have been incorporated into the non-regulatory DoD Assistance Guidance.
