Title: General Permit Procedures; Fees and Clarifications 
Abstract:

This advance notice of proposed rulemaking will seek public comments on revising FWS's general permitting regulations, including amendments to the permit application processing fees for various programs to better reflect FWS’s costs for processing permit applications. Most of the permit application fees have not been amended since 2005. Any fee increases would reflect rising operational costs, increased complexity in evaluating some application types, and the need for improved technology to better streamline the process and reduce burdens on the permitted communities, in addition to being more in line with OMB circular A-25. Relevant permits are those that allow people to carry out otherwise prohibited activities under the Endangered Species Act, Lacey Act, Migratory Bird Treaty Act, Wild Bird Conservation Act, Marine Mammal Protection Act, and the Convention on International Trade in Endangered Species of Wild Fauna and Flora.
