Title: Endangered and Threatened Wildlife and Plants; Listing Determination for the Black-Capped Petrel  
Abstract:

This final rule will make a determination on our proposal to list the black-capped petrel (Pterodroma hasitata) as a threatened species under the Endangered Species Act. This bird is found in the southeastern United States, Puerto Rico, and the Virgin Islands. If FWS finalizes this rule as proposed, it would extend the Act’s protections to this species as described in the proposed rule.
