Title: Endangered and Threatened Wildlife and Plants; Listing Determination and Critical Habitat Designation for Graham's Beardtongue and White River Beardtongue  
Abstract:

This final rule will make a determination on our proposal to list Graham’s beardtongue (Penstemon grahamii) and White River beardtongue (Penstemon scariosus albifluvis) as threatened species under the Endangered Species Act with critical habitat. These plants are found in Colorado and Utah. If FWS finalizes this rule as proposed, it would extend the Act’s protections to these species as described in the proposed rule.
