Title: Migratory Bird Permits; Captive-Bred Migratory Game Birds 
Abstract:

This proposed rule would revise the regulations regarding captive-bred migratory waterfowl and other game birds. This proposed action would consolidate and simplify permitting for captive-bred game birds and addresses public concerns resulting from a final rule published on March 1, 2010 (75 FR 9316), which revised the regulations for the Muscovy duck (Cairina moschata). We propose to incorporate special purpose gamebird permits currently implemented under special purpose permits (50 CFR 21.27) into the existing regulation for waterfowl sale and disposal permits (50 CFR 21.25). The FWS also seeks to clarify authorized methods of disposal, including release to the wild. Finally, FWS would clarify a permit exception for domesticated varieties of ducks and geese that are readily distinguishable in appearance from wild members of their species, which became unclear with the publication of the rule defining hybrid migratory bird (78 FR 65576; November 1, 2013).
