Title: BOEM-BSEE Renewable Energy Split Final Rule 
Abstract:

This joint rulemaking, between the Bureau of Ocean Energy Management (BOEM) and Bureau of Safety and Environmental Enforcement (BSEE), will codify a regulatory split of functions between the two bureaus. BOEM currently has authority over all renewable energy activities on the Outer Continental Shelf and has regulations at 30 CFR part 585. BOEM and BSEE are in the process of memorializing a recent decision in December 2020, through the amendment of Department manual chapters, to transfer the safety, environmental enforcement, and compliance functions from BOEM to BSEE.
