Title: Workforce Innovation and Opportunity Act; Joint Rule for Unified and Combined State Plans, Performance Accountability, and the One-Stop System Joint Provisions | |
Abstract:
Under WIOA, there are six primary indicators of performance. Five of the six indicators are currently defined in the regulation; however, in the final rule implementing WIOA the Departments of Labor and Education (the Departments) determined that it was prudent to test pilot various alternatives for the sixth indicator of performance, which measures the system’s effectiveness in serving employers. The pilot test process is now complete and the Departments are engaging in this rulemaking to incorporate a standard definition of the effectiveness in serving employers indicator into the regulations implementing WIOA. This updated definition will apply to the WIOA core programs and other Department of Labor programs that are required to use the primary indicators of performance, including the Job Corps program, Indian and Native American Programs, National Farmworker Jobs Program, and YouthBuild. The Department of Labor will be engaging in a separate rulemaking to incorporate a standard definition of the effectiveness in serving employers into the regulations for the Job Corps program, Indian and Native American Programs, and YouthBuild. |
