Title: Test Procedures for Direct Heating Equipment 
Abstract:

The Energy Policy and Conservation Act (EPCA), as amended by the Energy Independence and Security Act of 2007, requires the Secretary to review test procedures for direct heating equipment and pool heaters at least once every seven years and either: (1) amend the test procedure, if the U.S. Department of Energy (DOE) determines that amended test procedures would more accurately or fully comply with the statutory requirements; or (2) publish in the Federal Register a determination that  the test procedure does not need to be amended. In this case, DOE proposed to update the test procedure for direct heating equipment to incorporate by reference the most recent versions of the industry consensus test standards currently referenced in the Federal test procedure. DOE also proposed to update various definitions regarding unvented heaters, account for multiple operational modes, specify the allowable measurement error for oil pressure, specify the use of manufacturer values for gas supply pressure in certain circumstances, reduce the number of thermocouples required in the thermocouple grid for models with small flues, and clarify instructions for calculations regarding condensate mass measurements.  After consideration of public comments, DOE will decide how to move forward with this rulemaking. Once completed, this rulemaking will fulfill DOE’s statutory obligation discussed above.
